Cabbage Lasagna

1 lb ground Italian sausage
1 cup onion chopped
1/2 cup chopped green pepper
1 medium heads of cabbage
1/2 tsp salt
1/8 tsp pepper
1/2 tsp oregano
1 tablespoon basil
1 small can tomato paste
2 cups mozzarella cheese
brown sausage onion and pepper together, boil cabbage till tender and set aside and reserve 2 cups of the water from the cabbage
combine 2 cups of the cabbage water, tomato paste oregano, basil, salt and pepper and simmer for 5 minutes stirring often. add meat mixture and simmer for 2 more minutes

in a buttered pan 1/2 layer cabbage, 1/2 tomato mixture and 1/2 cheese repeat layer
bake covered at 400 for 30 minutes
